Are “here”, “there”, and “where” morphological cognates, or just an orthographic coincidence?

Given that this is shown in many Indo-Aryan and Dravidian languages, I would not call this phenomenon an ‘orthographic coincidence’.
Example, in Sanskrit:
‘atra’- here
‘tatra’- there
‘kutra’- where
